Problem: There was a need for a systematic approach to the electrical work undertaken on the University by direct staff and contractors.

Solution: Electrical Safety (UK) Ltd was appointed to help to write and implement specific Leeds Metropolitan University low voltage electrical safety rules.

Approach: Mike Frain from Electrical Safety (UK) Ltd visited site and meetings were held with the Engineering Manager, Engineering Officer and trades union representatives. Mike then carried out an initial audit to determine current authorisations, documentation, individual responsibilities, working environment, tools and equipment, design and complexity of electrical systems, communications and supervision.

Drafting: Following the acceptance of the initial visit report, the first draft of the new safety rules was written together with the preparation of training materials. The rules and training materials were then presented to LMU staff and were approved following some agreed alterations.

Lamp Changing: The University employs dedicated lamp change operatives and so a specific lamp changing policy document was written and appended to the rules.

Printing & Publishing: The rules were then published into small rugged individual binders that could be carried by staff and contractors. The rules, training notes, manager’s notes, approvals processes and training slides were placed onto an interactive CD ROM for supervisors and managers.

Training was carried out to staff and contractors at the University which took a full day for each training session and a qualified trainer gave emergency electric shock first aid instruction during the afternoon sessions. Training certificates were issued to all attendees.

Authorisation: An authorisation procedure was developed and a named Assessing Officer interviewed each staff member or contractor before the issue of rules & specific authorisation. Mike Frain from Electrical Safety (UK) Ltd was appointed as the Assessing Officer for the technical and managerial staff.
